Project Guidelines (Action)
State statutes require state-supported institutions
to submit plans for noninstructional capital improvements
to the Illinois Board of Higher Education for approval
prior to beginning the projects. This item recommends
a series of guidelines to assist institutions in preparing
materials for submission to the Board, and to facilitate
the review of requests and preparation of agenda items

Higher Education Cooperation
Act - Fiscal Year 2003 Grant Allocations (Action)
This item recommends grants totaling $10.1 million in
support of Higher Education Cooperation Act projects
in fiscal year 2003. A total of 67 projects, selected
on a competitive basis, are recommended for funding.
Additionally, the allocation includes funds for three
non-competitive projects (the Illinois Consortium for
Accelerator Research, Advanced Photon Source, and Quad-Cities
Graduate Study Center) for which separate appropriations

the transferable General Education Core Curriculum, which

the past year's activities, and presents considerations

Assessing the Affordability
of Illinois Higher Education: Update and Proposed Next
Steps (Action)
This item updates the analysis of affordability-related
trends first presented to the Board in June 2002 to
reflect the impact of fiscal year 2003 tuition and state
budget decisions. These updated trends confirm the assessment
in the June 2002 Board item that a comprehensive and
balanced review of affordability-related policy issues
for Illinois higher education is necessary to ensure
that the goals of access and choice are maintained for
the future. This report recommends the establishment
of a joint Committee on Affordability, comprised of
members from the Illinois Board of Higher Education
and Illinois Student Assistance Commission, that will
conduct a comprehensive study of related policy issues
over the next year and make recommendations on actions
that can be taken at the state- and institutional levels
as well as by students and their families to enhance
the affordability of Illinois higher education. (Presentation

Indicators to Assess Progress Toward Meeting the Goals
of The Illinois Commitment: Preliminary Recommendations
This interim report presents information on the work
of the Performance Indicators Advisory Committee and
the preliminary recommendations of the Committee with
regard to a set of 38 potential statewide and common
institutional indicators. A set of final recommended
indicators will be submitted to the Board in December
