Advisory Committee Reports
Committees that advise the Illinois Board of Higher Education will comment on their respective committee's perspectives and observations concerning items on the meeting agenda. (Presentations by Kenneth Andersen, Faculty Advisory Council; Jeff Twardowski, Student Advisory Committee; Ronald Taylor, Proprietary Advisory Committee; Michael Murphy, Council of Community College Presidents; and Donald Fouts, Private College and University Advisory Committee.)

Quality Assurance and Accountability (Action)
This item provides an overview of actions taken to date to advance the quality and accountability goals of "The Illinois Commitment" and recommends additional steps. The item recommends policies and procedures for the assessment of student learning. The item also recommends endorsement of Illinois' participation in the National Forum on College-Level Learning pilot project, sponsored by The Pew Charitable Trusts. Establishing Performance Indicators to Assess Progress Toward Meeting the Goals of The Illinois Commitment: Final Recommendations (Action)
This report presents the final recommendations of the Illinois Board of Higher Education's Performance Indicator Advisory Committee. The Committee was established in January 2002 to provide guidance on the development of performance indicators to assess progress toward meeting the goals of "The Illinois Commitment." Preliminary recommendations on a set of potential indicators were presented in August 2002; subsequently, the Advisory Committee gathered public input from various groups and individuals throughout the state. The recommendations presented in this report reflect that input.

Three levels of indicators are recommended: statewide indicators related to Illinois' overall system of higher education, common indicators for all institutions, and mission-specific indicators related to each institution's unique role and mission. (Presentation by Dan Layzell)

Illinois Century Network: Activities Update
This item summarizes the past year's activities of the Illinois Century Network, which is entering its fourth year of operation. The Network maintains nearly 6,000 connections that serve approximately 2 million citizens, primarily students, daily. The Network remains the largest of its kind in the nation, and has been cited as a major contributing factor to Illinois' first place ranking for educational use of technology in the past two national Digital State Surveys. Illinois Financial Assistance Act Fiscal Year 2003 Grant Allocation
This item recommends an allocation of the $20.6 million fiscal year 2003 appropriation for the Illinois Financial Assistance Act for Nonpublic Institutions of Higher Learning. Grants are recommended for 68 institutions. (Debra Smitley)

New Units of Instruction at Public Community Colleges
This item recommends approval of the following new Associate in Applied Science programs: Computer Aided Drafting/Drafting Technology-Architectural/Civil Option at College of Lake County, Radiologic Technology at Heartland Community College, and Customized Career Preparation at Parkland College. New Units of Instruction, Public Service and Research at Public Universities
This item recommends approval of the following on-campus degree programs: a B.S. in Health Sciences and a Master of Occupational Therapy at Chicago State University and a Bachelor of Fine Arts in Performance and a Ph.D. in Germanic Studies at the University of Illinois at Chicago. This item recommends operating and/or degree-granting authority to the following institutions: Chicago School of Professional Psychology, Fox College, Illinois Institute of Technology, ITT Technical Institute at Burr Ridge, ITT Technical Institute at Matteson, ITT Technical Institute at Mount Prospect, Midwestern University, Robert Morris College, St. Augustine College, Westwood College of Technology at DuPage, Westwood College of Technology at O'Hare Airport, and Westwood College of Technology at River Oaks.
