Appointment of a Hearing Officer (Action)
This item requests approval to designate Attorney Charles
S. Watson as Hearing Officer to conduct a hearing and to present
findings of fact and recommendations to the Board of Higher
Education regarding the possible revocation of the Certificate
of Approval and Authorization to Operate of the American Islamic
College, and the institution's Authorizations to Grant the
following degrees: the Associate of Arts, the Bachelor of
Arts in Arabic Studies, and the Bachelor of Arts in Islamic

Mid-Term Review of The Illinois
Commitment: Environmental Analysis and Implications for the
Future (Information)
This initial report related to the mid-term review of The
Illinois Commitment provides an analysis of environmental
and other trends and challenges facing higher education for
2004 and beyond. A review of the literature suggests that
the six goals of The Illinois Commitment are still priority
issues for Illinois higher education. However, this analysis
also highlights several events and trends that have developed
during the last five years and that were not necessarily foreseen
in 1999. This may warrant some adjustment and refinement of
the specific priorities and emphases to be pursued by Illinois
higher education in the coming years within the context of

Enhancement Grant (Information)
This item is a report on the progress of the Illinois State
Teacher Quality Enhancement grant, awarded to the Illinois
Board of Higher Education on behalf of a Partnership Alliance
with the IBHE, the Illinois State Board of Education and the
Illinois Community College Board. Entitled A Common Vision:
Teacher Quality Enhancement in the Middle Grades in Illinois,
this grant seeks to improve education at the middle school

Establishment
and Appointment of a Committee to Study and Implement Policies
Affecting Students With Disabilities (Information)
This item recommends that the Illinois Board of Higher Education
charge staff to convene an advisory committee consisting of
disabilities experts to examine "issues related to the
development and implementation of more effective information
systems and the improvement of the transition from high school
to postsecondary institutions of students with disabilities,"
as well as review budgetary structures and support for students
