Participation in the Midwest Student Exchange Program and Other Tuition Reciprocity Agreements (Information)
This item provides information and analysis to the Board on tuition reciprocity agreements. Tuition reciprocity agreements are arrangements between two or more states that permit students to attend participating institutions while paying tuition rates lower than the posted nonresident rates. Such agreements can provide new opportunities for Illinois colleges and universities to utilize their instructional resources more fully and provide a benefit to Illinois students who choose to attend participating colleges and universities out of state. At its December 2006 meeting, the Board may be asked to approve Illinois' participation in the Midwest Student Exchange Program and to authorize the Executive Director to pursue bilateral arrangements as they arise. CA-4. State Matching Grant Program, Fiscal Year 2007 Grant Allocation
This item recommends approval of the fiscal year 2007 State Matching Grant Program allocation. State Matching grants are provided to assist Illinois colleges and universities to attract federal and corporate research funding and to improve their research capabilities. Illinois colleges and universities utilize State Matching Grant Program funds to leverage research funding from the federal government and other sources. In fiscal year 2007, matching grants totaling $9,310,000 are recommended for 17 eligible institutions. (Rich Jachino; Terry Nunn)
   
CA-5. Proposed Rules: Tuition and Fee Waiver Guidelines
This item recommends approval of the proposed rules for the Tuition and Fee Waiver Guidelines (23 Ill. Adm. Code 1075) and proposed amendments to the Master Plan for Postsecondary Education in Illinois (23 Ill. Adm. Code 1070) as detailed in the attached document for publication in the Illinois Register. II-1. Supplement to the Report to the Governor and General Assembly on Underrepresented Groups in Illinois Higher Education: Web Accessibility at Public Colleges and Universities (Information)
This item provides a brief overview of web page evaluations for institutions and their plans for improvement. The item also provides recommendations for future efforts to be undertaken by institutions and IBHE to improve web page accessibility. (Christy England-Siegerdt; Gary Alexander)

Compendium of Institutional Effective Practices (Information)
This item presents the Compendium of Institutional Effective Practices, which highlights examples of efforts and successes by Illinois higher education institutions and agencies in achieving the statewide priorities of The Illinois Commitment. II-3. Salaries and Fringe Benefits at Illinois Colleges and Universities (Information)
This two-part report presents an analysis of full-time faculty salaries and non-salary benefits at Illinois public and private colleges and universities. Part A presents an analysis of faculty and civil service salaries for full-time employees at Illinois public and independent colleges and universities, the Illinois Mathematics and Science Academy, and higher education agencies for fiscal years 2002 through 2006. Part B examines the cost of fringe benefits for full-time faculty at public and private colleges and universities. (Darice Yonker; Mike Baumgartner)
   
II-4. Illinois Transfer and Articulation Initiatives Annual Report 2005-2006 (Information)
The Illinois Articulation Initiative (IAI) continues to be the primary statewide vehicle for encouraging transferability among postsecondary institutions in the state of Illinois. A more recent statewide transfer and articulation project, the Course Applicability System (CAS), is in the process of being implemented. CAS complements IAI, and will significantly enhance the availability and accuracy of transfer information to allow even more effective and efficient degree completion. This item reviews the current status of the IAI and CAS projects, highlights the past year's activities, and outlines considerations for the future. (Rick Pearce; Gary Alexander)
