General Information

The Health Services Education Grants Act (HSEGA) authorizes the Illinois Board of Higher Education (IBHE) to allocate grant funds to non-profit, independent Illinois colleges, universities and hospitals offering programs that educate and train health professionals. HSEGA grants help Illinois institutions meet the high cost of offering health education programs. The HSEGA grant allocations for FY2008 are subject to funding availability and final approval by the Illinois Board of Higher Education. Completed applications are due Thursday, January 31, 2008.

Application Materials: The application materials for the FY2008 HSEGA grant program are now available at www.ibhe.org. These materials reflect the grant rates and eligibility requirements detailed in the program’s current administrative rules.

Eligibility: The HSEGA grants are based on Illinois resident enrollment and Illinois resident minority enrollment in eligible health services education programs at non-profit, independent Illinois institutions. A list of eligible programs and degree levels is included in the application packet as Table 1. Additional information regarding eligible programs, degree levels, and class levels is provided in the statute (Appendix 1) and administrative rule (Appendix 2).

Grant Allocations: Institutional grant allocations are based on eligible enrollment, grant rates applicable for eligible programs and degree levels, and available funding. In fiscal year 2008, the appropriation for the HSEGA grant program is $17.0 million. Please note that the implementation of a budgetary reserve would reduce the funding available for grants. In the event that program funding levels do not support the maximum grant rate in each eligible health education program, grant rates will be prorated and grant allocations will be reduced accordingly. See Table 2 in the application materials for maximum annual grant rates specified in the program’s administrative rules. Please note that the Board may annually allocate up to 10 percent of appropriated funds to support program priority grants. Nursing has been the priority for the last two years and grant rates in nursing programs were paid at 100 percent.

Application Deadline: To be considered for a grant, applicants must submit one (1) full set of completed application materials (signed cover page, audit reports, attachments, etc.) to the Illinois Board of Higher Education office by 5:00 p.m. on Thursday, January 31, 2008 at the following address:

Payment: At this time, it is anticipated that the Board will approve institutional grant allocations in June 2008, and that grant payments will be made to institutions in early summer 2008. The State’s financial condition could result in the need to adjust award amounts to offset any reductions in available funding.
