Fiscal Year 2008 Improving Teacher Quality State Grant Program
General Information
The “No Child Left Behind Act of 2001” (NCLB) amends the Elementary and Secondary Education Act of 1965 (ESEA). This Act, signed into law on January 8, 2002, places significant emphasis on assisting schools and school districts in increasing the academic achievement of all students by improving teacher and principal quality and ensuring that all teachers are highly qualified. Specifically, Title II, Part A, Teacher and Principal Training and Recruiting Fund (herein referred to as the Improving Teacher Quality State Grant Program) replaces and expands activities previously authorized under the Dwight D. Eisenhower Professional Development Program.
The proposed budget includes an estimated $335,000 for one new pilot project for fiscal year 2008, with $275,000 expected to be available in fiscal years 2009 and 2010. Approximately $2.7 million has been allocated to support the continuance of NCLB grants previously funded in FY2007. The IBHE intends to fund one pilot project that would create online professional development opportunities supported by scientifically based research to middle and high-school mathematics and science teachers statewide targeting “high need school districts.” This could include converting existing professional development supported by scientifically based research into an online environment.
Only a public or private Illinois higher education institution may serve as the fiscal agent for an eligible partnership. NCLB legislation specifies that no single participant in an eligible partnership may use more that 50 percent of the funds made available to the partnership.
Grant Length/Period: These are intended to be three-year grants. Funded grants will be eligible for renewal in FY2009 and FY2010 based on the following conditions: (1) funding availability from the U.S. Department of Education; (2) project performance; and (3) accountability measures as demonstrated in annual interim external evaluation reports. See Attachment 11 for a sample of this form. The grant period for FY2008, the first year of the grant, will begin no sooner than February 5, 2008 and will extend through September 30, 2009.
