State Matching Grant Program offers incentives for Illinois colleges and universities in the competition for federal research grants and contracts. Federal agencies increasingly require institutions to match funds for project to demonstrate state and institutional commitment. To be eligible to receive state matching funds, institutions must engage in research projects through an open and competitive process of merit review and must be committed to provide the specified matching contribution for basic or applied research activities. Grants are made to support new research projects. Allocations are determined by successful performance in prior year research and development. (Competitive program)

    110 ILCS 205/9.26) Sec. 9.26. Matching Grants. To establish and administer a program or programs of matching grants for use by Illinois higher education institutions as incentives in the competition for federal research grants and contracts. Matching grants will be made to stimulate increased federal and corporate research funds and to improve the research capabilities of Illinois institutions of higher education. The Board shall adopt such rules and regulations as may be necessary to accomplish the purposes of this Section. Source: P.A. 90-730, eff. 8-10-98.)

    This item recommends approval of the fiscal year 2007 State Matching Grant Program allocation. State Matching grants are provided to assist Illinois colleges and universities to attract federal and corporate research funding and to improve their research capabilities. Illinois colleges and universities utilize State Matching Grant Program funds to leverage research funding from the federal government and other sources. In fiscal year 2007, matching grants totaling $9,310,000 are recommended for 17 eligible institutions.
