Notification from the Illinois Board of Higher Education for Private Business and Vocational Schools Regarding CORONAVIRUS (COVID-19) Impact Institutional Operations


IBHE has prepared the following information and resources in response to matters pertaining to the Coronavirus (COVID-19).

The Illinois Board of Higher Education continues to monitor the impact of the coronavirus (COVID-19) pandemic throughout the state. The agency is aware many institutions may be facing operational challenges caused by this public health emergency. Therefore, the required 5th Year Permit of Approval and Annual Renewal Application submission deadlines (April 25, 2020 and June 25, 2020) have been extended to June 30, 2020. This also includes the submission of the application fee. If you have any questions, please email pbvs_apps@ibhe.org.

All private business and vocational schools (PBVS) approved by the IBHE currently must obtain authorization prior to changing the mode of delivery for approved programs/courses as outlined in the Private Business and Vocational Schools Act of 2012 (“PBVS Act”) (105 ILCS 426 et seq.) and Illinois Administrative Rules (23 Illinois Administrative Code 1095).

In the interest of public health and safety and in response to issued guidance for “ Safely Launching Academic Year 2020” and increased mitigation efforts across the State of Illinois, the IBHE will extend temporary approval to offer alternative instruction modalities from July 31, 2020 through December 31, 2020 May 31, 2021 if the private business and vocational school determines online instruction or temporary closure of the institution is necessary. It is the responsibility of the Institution to ensure any alternative instruction meets stated program outcomes and accreditation, certification, and licensure requirements established by other oversight bodies as applicable.
