Legislation

The Board of Higher Education monitors legislation affecting colleges and universities and their students, proposes legislative initiatives to advance Board priorities, and addresses issues raised by members of the General Assembly.

Board staff prepare periodic reports summarizing and analyzing major legislative proposals under consideration by the General Assembly and Office of the Governor. The Board reports annually to the General Assembly on:

  • budget recommendations for higher education institutions and agencies,
  • public university revenues and expenditures, and
  • the status of underrepresented groups.

In addition, the Board undertakes studies or policy initiatives as directed by legislative resolution or public act. Recent activities have included development of an Associate of Arts in Teaching in Early Childhood Education, a study of nontenure-track faculty at public colleges and universities, and a review of admissions policies concerning undocumented persons at community colleges and public universities.
