Private Business and Vocational Schools


APPLICATIONS FOR THE PRIVATE BUSINESS AND VOCATIONAL SCHOOLS DIVISION



Listed below are the applications which must be submitted to the Illinois Board of Higher Education (IBHE) in order to meet the requirements of the Private Business and Vocational Schools Act of 2012 (Public Act 97-650) and the administrative rules used to administer the Act.

Permit of Approval – New Institution: This application is for new institutions and out of state institutions who are seeking to operate a site in Illinois or those institutions which have not provided any instruction for one year and wish to resume operations in Illinois.  This application does not grant institutions authority to provide instruction the proposed site.  The New Program of Study application must be submitted in conjunction with this application for each new program and/or course of study an institution seeks approval to offer.

Annual Review: All approved PBVS institutions must submit a renewal application each year following the issuance of a permit of approval other than the year the Permit of Approval – 5 Year Review is required.

Permit of Approval – 5 Year Review: One year out of five years of operation, institutions are subject to a more extensive review.
 
New Program of Study: This application is for institutions that wish to offer a new program and/or course of study at their institution.  An application must be submitted for each new program and/or course of study an institution seeks approval to offer.  Institutions that submit a Permit of Approval application must also submit a New Program of Study application for each program and/or course of study the school intends to offer upon approval.

Program and/or Institutional Change: Institutions seeking to make changes to an approved program and/or course of study must submit this application.  Additionally, institutions seeking to make changes at the institutional level (e.g. school name change) must submit this application.

Classroom Extension: Institutions seeking to open new site(s) beyond the IBHE approved main campus location must submit this application.

Change of Location: Institutions seeking to relocate the main campus must submit this application.  Institutions must notify the Board at least 30 calendar days in advance of any change of its principal location and must have IBHE approval before operating at the new location.

Permit of Approval - Change of Ownership: This application must be submitted when there is a change of ownership that is 50 percent or more of the school’s stock or assets.

Exemption: Any institution which believes it is exempt from oversight of the Private Business and Vocational Schools Act of 2012 must submit an application for exemption on an annual basis. 

School Closure Checklist: Institutions that are closing must complete the checklist and submit the requested information to IBHE.
