This item describes three conferences the Board of Higher Education
sponsored this spring to advance the recommendations of the Committee
on Access and Diversity. The daylong conferences examined issues
pertaining to the legal use of race and ethnic criteria in admissions
and financial aid decisions by public colleges and universities,
and addressed the needs of students with limited-English proficiency
and students with disabilities.

Among the 50 States

This item provides a summary of the key findings of "Unequal
Opportunity: Disparities in College Access Among the 50 States," a report issued in January 2002 by the Lumina Foundation for Education.
The general findings and related policy implications of the Foundation's
report are that individual opportunities for higher education
are related to where a student lives, their economic circumstances,
and the type of institutions available. The report underscores
the importance of the interrelationship between state financial
aid and tuition policies in providing higher education opportunities.

of the Committee on Access and Diversity

In April 2001, the Board received the first draft of the Committees
report, which was widely circulated among members of the Illinois
higher education community and other interested persons. At that
time, the Board directed the Committee to consult with representatives
from Illinois colleges and universities, students, faculty, and
other interested persons about the Committees recommendations
and consider revisions, if appropriate. The report, Gateway
to Success: Rethinking Access and Diversity for a New Century,
as revised, is presented for the Boards approval.
