In accordance with the Open Access to Research Articles Act, Illinois Public Act 098-0295, all public universities were required to convene task forces and produce reports. The reports were submitted to the IBHE as required. The following universities met this mandate. (2014):

A Report on the Efficiency and Sustainability of the Monetary Award Program  (4/2010)
In October 2009, the Illinois General Assembly passed House Joint Resolution 75 requiring a report on the efficiency and sustainability of the Monetary Award Program, the state’s primary need-based student financial aid program. The report, prepared by Board of Higher Education staff with the assistance of staff from the Illinois Student Assistance Commission and the Illinois Community College Board, summarizes current MAP eligibility requirements, funding, distribution of grants, and completion rates of MAP recipients and considers the pros and cons of a variety of possible changes to the program.
