Beginning August 1, 2022, each institution of higher education is required to designate a member of staff to serve as a HOUSE liaison to homeless students. The designated staff member will be required to undergo annual training and collect certain data on the institution’s homeless population as part of this role. Below, IBHE includes links to the necessary training as well as links to other resources that may be beneficial to HOUSE liaisons.

Student Success | ICCBThe Higher Education Housing and Opportunities Act requires institutions to annually report to IBHE about the activities of the HOUSE Liaison and the number of homeless students and youth in care enrolled at each institution. This section includes all information relating to this requirement.
HOUSE Liaisons must view the recorded training modules, complete and sign the training certification statement, and return it in order to be in compliance with the Higher Education Housing and Opportunities Act.
If you represent a 4-year public or private college or university, return the certification statement to Student Success (studentsuccess@ibhe.org). If you represent a community college, return the certification statement to ICCB (iccb.studentservices@illinois.gov). The training must be completed and certification statement sent by January 30, 2026.
The Illinois Board of Higher Education is offering a competitive grant opportunity to Illinois public and non-profit, independent four-year institutions holding accreditation from the Higher Learning Commission, or other accrediting bodies authorized by the U.S. Department of Education and are authorized to operate and grant degrees in Illinois by IBHE. Deadline to apply is October 19 at 12:00p.m.
IBHE will host two virtual informational sessions for potential applicants on Wednesday, September 9th from 1-2p.m., and Tuesday, September 15th from 10-11a.m. Contact studentsuccess@ibhe.org for the link to the meetings.
