The Independent Colleges Capital Program (ICCAP) was created in 2009 as part of the Illinois Jobs Now! capital program. ICCAP provides private not-for-profit colleges and universities in Illinois with financial assistance for capital projects (Public Act 96-37, Section 25). This multi-year grant program uses a distribution formula based entirely on the fall 2008 student enrollment numbers. The formula provides a base grant and an FTE (full-time equivalent) grant for each eligible institution. Institutions must certify the eligibility of the institution, the determination of credit hours using the methodology provided, and the use of funds only for eligible Capital Projects. Grant funds will be distributed as the proceeds of Build Illinois bond sales become available to the IBHE.

Audits

Update (9/6/2018):   Do not submit an audit for the fourth distribution prior to the end of the grant program, July 12, 2019. Please note that additional grant refunds and any funds un-expended by grantees will be re-distributed. The re-distribution will increase the amount to be audited but should not be significant. Please delay the fourth audit until the re-distribution of refunds has been made and the grant program has ended.

BEP Vendors Directory : The Illinois Department of Central Management Services maintains a database of firms certified as FBE (Female-owned/controlled Business Enterprise), MBE (Minority-owned/controlled Business Enterprise), and PBE (Person-with Disability-owned/controlled Business Enterprise). This database is searchable by commodity/service name and location.

Applying for certification with the Business Enterprise Program : Businesses seeking certification may apply online at the Sell 2 Illinois website provided by the Illinois Department of Central Management Services.
